PDF II works with a broad range of non-state stakeholders. International donors and multilateral banks such as the World Bank, for instance, provide a critical source of funds to drive the reform process. Engagement and support from these institutions also provides legitimacy – helping to build confidence in Nigeria as a destination for foreign investment.
PDF II’s embedded advisers have worked closely with civil society partners in situations where policy change is desirable but unlikely to emerge through engagements with government alone. The programme has completed a mapping of potential non-governmental actors, and through strategic partnerships has been able to advocate for and improve the pro-poor dimensions of Nigeria’s policy formulation process.
Finally, private sector support has helped to design and develop critical business reforms. For example, global tech companies such as Google, LinkedIn and Facebook, acknowledging the potential of Nigeria’s burgeoning tech sector, have helped to expand internet coverage and provide training to encourage entrepreneurial activities and boost job creation.
Economic Development Team
PDF II is a DFID Nigeria Economic Development Team (EDT) initiative. Specific areas tackled by the EDT are:
- Constraints to private sector investment
- Creating jobs and raising incomes
- Macro-economic stability
- Climate change and the environment
PDF II works predominantly in the first three areas.
PDF II’s flexible nature makes it accessible to other DFID Nigeria programmes and creates opportunities for synergies. Thus, PDF II collaborates with other DFID Nigeria programmes and supports DFID in facilitating the sharing of knowledge.
