PDF II support is provided in two ways
Policy formulation is best understood as a set of processes, activities or actions. PDF II is committed to supporting Champions of Change across five dimensions of policy formulation.

Framing debates and influencing the political agenda
PDF II seeks to bring about attitudinal changes in key stakeholders by drawing attention to new issues in policy development and implementation.
Encouraging stakeholder commitment
PDF II aims to promote media statements linked to policy that, for example, promote recognition of specific groups or constitute endorsements of international declarations.
Securing procedural change at the domestic or international level
The programme aims to change the process whereby policy decisions are made by opening up new spaces for policy dialogue and/or regulatory enforcement or monitoring.
Affecting policy content
Changes in legislation and regulations relating to policy implementation can be as effective as changes in actual policies, as well as quicker and more direct.
Influencing behaviour change in policy execution/regulatory enforcement
Policy execution requires changes in resource allocation, decisions and behaviours at various levels in order to be meaningful and sustainable.
PDF II is a flexible rapid-response facility that cuts across ministries, departments, agencies and sectors. This puts it in a unique position to provide key information and learning to other DFID programmes, as well as government agencies it does not support directly. PDF II also organises dialogues and learning events, as part of its role supporting policy formulation. The dialogues provide a platform to support the five dimensions of policy formulation.
