Single Window is a trade facilitation tool that can significantly reduce the time and cost associated with cross-border trade. The Nigerian Ports Authority has been exploring the best options for a Single Window environment that would meet the needs of the ports and all their stakeholders. This report considers the authority’s plans to use an interim system until the full rollout of Nigeria’s national Single Window system. It suggests that, instead, the Nigerian Ports Authority should fully engage in the phased rollout of the national Single Window. This will enable it to influence the design and capabilities of the system early in the implementation process when it will be most effective to do so.
