In Nigeria, the micro, small and medium-scale enterprises sector is the largest employer of labour, making it an effective supporting sector for fostering entrepreneurial innovation and local capital formation. To address issues that are constraining growth of this sector, the government has created an enabling environment to increase the involvement and capacity of micro, small and medium-scale enterprises to compete in the formal economy. This report describes a market analysis, commissioned by Policy Development Facility Phase II, to investigate the current categorisation of enterprises within the sector and how this affects enterprises competitiveness in government procurement and intervention programmes.
