The State Partnership for Accountability, Responsiveness and Capability (SPARC) programme was an initiative of the Nigerian and UK governments working for good governance and reduced levels of poverty in Nigeria. The partnership’s Planning Suite comprises four policy and strategy guides to support state government efforts to deliver public goods and services to improve the welfare of citizens. The guides cover preparing a policy; preparing a state development plan; preparing a medium-term sector strategy; and how to conduct a sector performance review.
